  International Core Curriculum ?

In an increasingly globalized world, where third world countries are joining the first world.
Where many countries are concerned about having an over riding National Core Curriculum. In parallel to a Local (State) Curriculum.
I would suggest that would what constitute a National Core Curriculum, as different from a Local Curriculum?
Could equally be transferable to an International Core Curriculum?
